Academic training

Graduated in law from the Pontificia Universidad Católica Madre y Maestra, 1987. He studied pedagogy at the national University Pedro HenríquezUreña (UNPHU) and philosophy at the Santo Tomas Aquinas Major Seminary (1979-1982).

Diploma in labor law and social security, from the Autonomous University of Santo Domingo (1995). Postgraduate in corporate and commercial law at the Pontificia Universidad Católica Madre y Maestra (PUCMM) and a master’s degree in PUCMM in economic and business legislation (1997 to 1999). Master in legal argumentation, University of Alicante, Spain (2011). Master in Constitutional Law and Fundamental Rights of the PUCMM, with dual degree with the Universidad Castilla-La Mancha (UCLM), Spain, in 2012. Official Master in fundamental rights and public freedoms of the UCLM, Spain, in 2013. Doctorate in rights Fundamental and public freedoms in the UCLM, Spain. He has studied and graduated in competition law, trust and financial markets, among others.

He taught for several years in various subjects of law at PUCMM. He has taught and teaches master’s degrees, postgraduate, diplomas and has given and dictates lectures in various universities in the country. He has been a speaker and lecturer, both inside and outside the country, in various areas of law and social sciences, human rights, democracy, development and institutional. He is the author and co-author of several works and essays in various matters of law, such as constitutional, criminal, labor-related, among others. He has been a columnist and has written articles in magazines such as Legal Studies, Judicial Gazette, Legal Sciences (PUCMM), Attorney General’s Office and National School of the Public Ministry, among others.

For more than 30 years he has written articles and has been a columnist for several national newspapers such as La Información, Listín Diario, El Siglo, El Nacional, El Caribe, Hoy and since 2010 maintains a weekly column (Friday) El Día Newspaper. He was Founder, Co-Director and columnist for Moca Magazine in Projection. He was a columnist for Poli-Agro Magazine and is currently one of the magazine El 54.


He runs his own law firm, founded in 1987 and dedicated to corporate, business and litigation in all matters, especially constitutional, administrative, criminal, commercial, civil and labor. Likewise, the firm that directs is dedicated to practice in corporate and contractual matters and legal advice in general, being one of the most prestigious boutiques in the country, with offices in the city of Santo Domingo, capital of the Dominican Republic And in his hometown (Moca).

He was president of the Association of Lawyers of the Province Espaillat during the periods 1995-1996 and 1997-1998. He was Executive Director of the Institution and Justice Foundation (FINJUS), from 2001 to 2003. He was head of the cabinet of the President of the Senate of the Republic and concurrently Director of the Strategic Department of the Senate of the Republic (2004-2007).

He was head of the Cabinet of the Ministry of Culture and executive advisor to the Minister (2012-2016). He has been an adviser and lawyer for the Constitutional Court, the National Council of Private Enterprise (CONEP), the National District Council, the Central Bank of the Dominican Republic, the Superintendency of Banks, the Punta Cana Group, the Airport Corporation of (CAE), Codetel, Verizon, National Social Security Council (CNSS), OISOE (2015 to date), Ministry of Interior and Police (MIP) (2016 to date ) And of many other national and multinational institutions and companies. He has received multiple awards, such as lawyer, academic and for his strategic and institutional contribution.
